David West
David West is currently HR Director with Talent Management
responsibility for DHL’s UK Consumer & Retail Division, a
supply chain business with Global reach employing some
32,000 people in the UK. The majority of this permanent
workforce are warehouse colleagues and drivers, with large
numbers coming from diverse ethnic backgrounds.
Additionally, there is a large temporary workforce – both direct
and agency – that is predominantly Eastern European.

Jim McGough
Jim McGough is the former Chief Immigration Officer with the
UK Immigration Service. He has over 30 years experience in all
areas of immigration including working abroad as an Entry
Clearance Manager and as training manager. He was
instrumental in setting up the first in country enforcement
branch of the Immigration Service: The London
Enforcement Unit.

Ian Westwood
Ian Westwood is Director at the Westwood Organisation and
worked at the Home Office from 1993-2003. He was an
operational Immigration Officer serving at Heathrow, Gatwick
and Dover before being promoted to Chief Immigration Officer
based in Croydon. He now provides training and immigration
advice to a variety of clients on the subject of immigration.

Laura Devine
Laura Devine is recognised internationally as a leading UK
immigration authority. She is head of a niche immigration firm
rated in all legal directories as in the top tier of immigration
firms and Laura is personally included in the top tier. She is
the UK representative of the International Bar Association
Immigration Committee and a member of the Law Society
Immigration Committee.

Tim Cowen
Tim Cowen is Director of Communications at NCP Services,
the leading employer of parking attendants in the UK. His role
involves managing reputational risk and ensuring the
company’s operations receive balanced and fair coverage from
the UK media. NCP Services employs migrant workers from
more than 100 different nations, and Tim has developed media
strategies to deal effectively with the reputational issues
around the employment of non-UK Nationals.

Ian Betts
Ian Betts is an Assistant Director working in the UK Border
Agency. Since 1995 he has held a number of posts within the
Home Office but spent most of his career in the Immigration
Department. Ian currently works for the Head of Customer
Contact in the UK Border Agency and one of the projects that
he manages is the Employer Checking Service.

John Philpott
John Philpott has been Chief Economist at the CIPD since
November 2000. Prior to joining the CIPD John was Director of
the Employment Policy Institute (EPI), an independent policy
think-tank. John writes a quarterly statistical Work Audit for
the CIPD and prepares the CIPD’s quarterly Labour Market
Outlook survey.

Laura Mitchell
Laura Mitchell is an Employment Solicitor in the Corporate &
Commercial Department of Clarion Solicitors, a corporate
legal practice based in Leeds. Laura works across all areas of
employment law including handbook and policy drafting,
service agreements and employment contracts, negotiation of
compromise agreements, dealing with redundancies and
business reorganisations and unfair dismissal.

Sarah Buttler
Prior to founding SBA, Sarah was Director of Ernst & Young's Global Immigration practice where she was responsible for building and leading the provision of globally coordinated immigration services to multinational organisations. Sarah sits on the Employer Task Force which advises Government on the design, structure and implementation of the current major overhaul of the UK immigration system. Sarah also contributes to the Employer Sponsorship, Intra-company transfer and Business Visitor Sub-Groups. Sarah is a regular speaker at international conferences and business schools on strategic immigration issues affecting individuals and businesses. She has acted as a consultant to the United Nations Conference on Trade and Development in benchmarking immigration policy in developing nations and was invited to speak at their conference in Geneva on the effectiveness of foreign direct investment policy.
