Carolyn Howes, Policy Advisor, Inland Revenue

Carolyn Howes PictureCarolyn Howes has worked for the Inland Revenue since 1989. She has held a variety of roles including as a manager in a PAYE tax office, a tax inspector and an adviser on HR strategy. She has also worked for the Cabinet Office on the Civil Service reform agenda. Most recently she has worked in the Revenue's International Division and since June 2002 has worked in the Personal Tax policy area as an adviser on employer-provided benefits, specialising specifically on transport benefits and childcare.

Judith Aldridge, HR Projects and Business Manager, Barts and the London NHS Trust

Judith Aldridge PictureAfter working in the Finance Departments of British Gas and GEC Marconi, Judith joined the NHS in 1993 as a Finance Manager. In 1998 she moved across to the Human Resources Directorate of Barts and The London NHS Trust in order to use my financial and business skills to assist in delivering the HR agenda where she has remained ever since as Business and Projects Manager.

In the past six years, from a base of not offering staff any assistance with childcare, Judith has project managed the building of two in-house nurseries, formulated and implemented a childcare strategy for the Trust, including the appointment of a childcare co-ordinator; provision of holiday clubs; implementing a maternity returners scheme; and introducing childcare vouchers, and have provided financial and taxation advice in respect of childcare to make this as cost effective as possible for parents. Besides being responsible for the budget management of the HR department (£4.5m), including development of business cases for external funding streams of £1.7m p.a. Judith is currently leading a project implementing improved controls over the usage of temporary staff, including better HR/Finance systems; provision of management information; monitoring of agency contracts; and reducing reliance on agency workers.

Susan Hay, Executive Director, Bright Horizons Family Solutions

Susan Hay PictureMs Hay is responsible for positioning Bright Horizons' business in Europe. This includes provision of early care and education centres, as independent ventures and sponsored by employers, and consultancy services related to work life strategy and corporate community participation. Ms Hay is a Board Director in Europe, and is a Board member of the Bright Horizons Foundation for Children.

Founder of Nurseryworks, the London-based child care company acquired by Bright Horizons in 2000, Ms Hay is Vice Chair of the Daycare Trust, a Panel Member for DfES Investors in Children scheme, a Member of the European Work Life and Diversity Council, and is actively involved in Business in the Community and the Royal Society of Arts. She is also a member of the Steering Group for The Tavistock Institute's Infant Mental Health in Child Care Project, and Vice Chair of Governors at Robert Blair Primary School in LB Islington.

Stephen Alambritis, Head of Press and Parliamentary Affairs, Federation Of Small Businesses

Stephen Alambritis PictureStephen was formerly Research Secretary to the Association of Independent Businesses responsible for the production of a wide range of influential reports and studies into the SME sector. Stephen is currently the Head of Parliamentary Affairs at the Federation of Small Businesses (FSB).

Stephen has a BA in Government, an MSc in Economics and an MA in Business Law. He is a Member of the National Union of Journalists and the Institute of Public Relations. Stephen was a member of the Cabinet Office Better Regulation Task Force (1997 - 2000) and a member of the Department for Education and Employment's Ministerial Advisory Committee looking into work-life balance issues in the work place.

Stephen was recently appointed as a Commissioner of the Disability Rights Commission for the period to March 2007. Stephen is also on the University of Durham Board for the Foundation of Enterprise Studies. He is a Director (unpaid) on the Board of Enterprise Insight Limited.

In his spare time, Stephen is a member of Merton Volunteer Bureau and a Class I Football Association Referee. He enjoys real ale and is a member of CAMRA.

Anne Longfield OBE, Chief Executive, 4 Children

Anne Longfield PictureAnne Longfield has been Chief Executive of 4Children for eleven years, having worked previously in national strategic development. Before this Anne worked in community development locally and regionally.

Anne has written and been involved in numerous policy papers and publications, including the high profile Childcare Commission report in 2001. In 2002 Anne was seconded to the Prime Minister's Strategy Unit at the Cabinet Office for a year, working on a team on a cross departmental review of childcare.

Anne has spearheaded the development of childcare and services for children receiving the OBE in recognition of her contribution in the millennium honours.

Anne has a 12 year old son.

Dianah Worman, Diversity Advisor, CIPD

Dianah Worman PictureDianah is the Head of Diversity for the Chartered Institute of Personnel and Development. She directs the Institute's research programme and development of good practice guidance on diversity. She also leads the Institutes public policy work on diversity.

She serves on national level advisory boards in connection with research and the promotion of good diversity practice. She frequently works with organisations such as Joseph Rowntree, UMIST, Sheffield Hallem, the European Business Network for Social Cohesion, and Institute of Public Policy Research (IPPR).

She is currently a member of the Ministerial Advisory Group on Age sponsored by the DTI and a member of the DWP Age Partnership Group. She is also a member of the Advisory Board set up at the end of 2003 by the Commission for Race Equality to revise the Code of Practice on the Race Relations Act.

Her current agenda includes groundbreaking action research on diversity with a range of public, private and voluntary sector employers including Ford, Barclays, the DTI, and the House of Commons. This research is uniquely designed to leverage the progress of good practice.

Dianah is a regular speaker on diversity at major conferences and is often called upon as an expert spokesperson for the press, TV and Radio.

John Woodward, Chief Executive, Busy Bees

John Woodward PictureJohn is one of the original founders of Busy Bees. He has a background in Education.

The Group now provides services throughout the U.K. in a large number of stand alone commercial settings and on behalf of many prestigious clients including Private Sector Employers, Universities, Health Trusts and various government departments.

John is responsible for the strategic development of Busy Bees Group and Busy Bees Childcare Vouchers. The vouchers business has grown twentyfold in the past three years and is set for similar growth over the next few years due to the favourable changes in U.K. tax legislation.

Mike Moore, Senior Manager Employer Solutions, Deloitte

Mike Moore PictureMike Moore is a Director in the Employer Solutions Group of Deloitte & Touche.

Mike has broad experience of advising on remuneration, benefits and expenses planning and formal appeals on PAYE/NIC disputes. Mike has an extensive track record of assisting clients undergoing Inland Revenue PAYE/NIC investigations, as well as conducting employer reviews.

Mike speaks regularly at client seminars and external conferences organised by outside bodies on the subjects of PAYE and NIC.

Martyn Warner, Manager Employee Benefits, Peugeot Citroën Automobiles ( UK ) Ltd.

Martyn Warner PictureMartyn Warner has worked for the Peugeot Citroen Automobiles (PCA) Group since 1991.He has had a variety of roles during his time with the company including Engineer, Systems
Manager and more recently Quality Manager. It was in this role Martyn was responsible for introducing the ISO9001:2000 quality standard into the Company. He now works for the Group HR service within the Employee Relations department. His role was responsible for all Group policies and terms and conditions for both head office and production site employees, however recently he has moved into specialising in employee benefits and HR reporting.

The PCA Group has a number of key benefits including a multi-tier company car scheme, accident and insurance cover and child care vouchers. Martyn introduced a very successful Home Computer Initiative last year for all Group employees which was taken up by over 25% of those eligible.

Alison Godwin, Director, Pro-Pay

Alison Godwin is Director of Pro-Pay Limited, a payroll bureau specialising in providing payroll services to small and medium size companies. The company processes payrolls for all sizes of businesses and advises on aspects of pay and benefits.

Alison has been particularly keen to promote the childcare voucher scheme, which has been neglected in the past. However, with the new legislation coming into place from 6 th April 2005, more substantial savings can be made by all taxpayers.

She has successfully launched a childcare voucher scheme within her group of companies in association with a national childcare voucher provider. Pro-Pay also actively promotes the scheme to all the clients within the bureau.

The childcare voucher scheme is a very simple and effective tool, which is easy to set up, and runs smoothly with the minimum of effort. It offers real benefits to employees faced with ever increasing childcare costs.

Ann Munday, Sector Lead for Childcare, South West London Strategic Health Authority

Ann Munday PictureAnn started her career in the early 70's as a housemother in a boarding school for hearing and speech impaired children. This included an innovative autistic unit.

While bringing up her own children she managed a pre school playgroup and helped to organized holiday playschemes for up to 500 children during the summer holidays.

In 1996 Ann joined Kingston council to set up and deliver a Children's Information Service. This was before the National Childcare Strategy and government funding. In 2000 she moved to Richmond council to set up another Children's Information Service. This now included childcare recruitment and marketing.

Ann is Chair of The National Association of Children's Information Services (NACIS). She took up her present role in the Strategic Health Authority in February 2003 and has 8 childcare co-ordinators covering 12 Trusts/PCT with approx 35,000 staff.

Sue Finch brings a wealth of experience to her role as Head of Consultancy 4Children, having worked extensively on developing childcare and work-life balance solutions for the public, voluntary and private sectors for the last 30 years.
