Alan Cavill, Head of Economic Development and Partnerships, Blackpool Council

Alan CavillAlan became Head of Corporate Policy and Development at Blackpool Borough Council in February 2005. This area covers Organisational Change, Corporate Policy, Economic Development, states, The Illuminations Department, Estates and Community Development. He moved from being Head of Economic Development a post he held for 4 years in Blackpool Council.

He has spent 18 years working on various aspect and projects in regeneration in the North West including Salford Quays, Workington Ironworks, Preston Docks and East Manchester. Before moving to Blackpool in 1997 to manage Blackpool Challenge Partnership he spent 15 years with Central Government in Manchester in the Department of Transport, Department of Environment and Government Office for the North West.

He is a member of the institute of economic development and has a degree in chemistry from Salford University and is the Chair of the North West network of Regeneration Partnerships

Nick Nocton, Partner, Jeffrey Green Russell

A partner in Jeffrey Green Russell's Company and Commercial department, Nick Nocton specialises in gaming and betting law, acting for a number of the world's leading online and terrestrial gambling companies.

Nick is a regular speaker at international gambling conferences and a regular contributor to leading trade publications, including World Online Gambling Law Report, e-Gaming Review and iGaming Business. Nick is an active member of the Remote Gambling Association and the Society for the Study of Gambling and a member of the International Masters of Gaming Law.

Lord Mcintosh, President, GamCare

Lord McIntoshGamCare has for too long been without a President, so it is with great pleasure that I can now confirm that Lord McIntosh has agreed to undertake the role.

Lord McIntosh of Haringey, who retired from government at the last election, has spent the last two years steering the Gambling Bill through Parliament.

With 40 years in the field of research it is hoped his vast experience will aid more investigation into problem gambling issues.

Lord McIntosh recognises there is scope for greater collaboration with international organisations into research on problem gambling, a role he is particularly suited to.

GamCare is extremely fortunate to have a new President who is politically 'plugged in', and who has been so interested and a supportive of GamCare and its aims.

We are proud and happy to welcome our new President.

Professor Peter Collins, Director, Centre for the Study of Gambling, University of Salford

Peter CollinsPeter Collins is Professor of Public Policy Studies and Director of the Centre for the Study of Gambling at the University of Salford. He is the author of the book "Gambling and The Public Interest" (Praeger books, 2003). He is Executive Director of the South African National Responsible Gambling Programme and was part-time CEO of GamCare in 2004.

He was an expert advisor to the Joint Scrutiny Committee of the UK Parliament examining the new UK Gambling Bill.

He has been commissioned to prepare reports and give advice on gambling policy to the governments of Gibraltar and Jersey and is currently engaged in studies of gambling and public policy in the Far East.

He is currently the project leader for the economics' part of a joint research project commissioned by the European Commission analysing the impacts of removing barriers to internal markets in gambling services within the EU.

Nick Gerrard, Head of Strategy and Policy, Northwest Development Agency

Nick GerrardNick Gerrard has over 20 years experience of the broad ranging economic development and regeneration agenda in the North-West working in a whole range of organisations.

He is now Head of Policy and Performance at the Northwest Regional Development Agency (NWRDA) where he is responsible for a wide range of functions including the Regional Economic Strategy, leading the North West's input to the Northern Way Growth Strategy, managing the Agency's Corporate Planning, Policy, Corporate Performance and Environment and Sustainable Development Teams, and representing the RDAs nationally on a variety of issues including the Core Cities Working Group and the National Brownfield Strategy.

Prior to the NWDA he was Director of Strategy and Europe at the Greater Merseyside Learning and Skills Council; Strategic Planning Director with Merseyside Training and Enterprise Council Limited, which incorporated Business Link Merseyside, Chief Planning Officer and Assistant Chief Executive at the highly successful Trafford Park Development Corporation; and he started his career in the Forward Planning and Implementation and Economic Development Teams of Bolton Metropolitan Council.

Rt Hon Richard Caborn MP

Richard CabornRt Hon Richard Caborn, Member of Parliament for Sheffield Central, was appointed Minister for Sport in June 2001. The post is at Minister of State level in the DCMS.

He was involved in taking the World Student Games to his native Sheffield in 1991, as well as the successful bid to make Sheffield the key site in the UK Sports Institute network.

He served as Minister for Trade at the Department for Trade and Industry (1999-2001) and was Minister of State for the Regions, Regeneration and Planning at the Department for the Environment, Transport and the Regions (1997-1999).

He became a Privy Councillor in 1999.

He was elected to the House of Commons at the 1983 General Election, and was the Member of the European Parliament for Sheffield (1979-1984).

Richard was a Trade Union official at Firth Brown Sheffield and a founder member of the Parliamentary Anti-Apartheid Movement.  He was Vice President of the Sheffield Trades Council and is a member of the Amalgamated Engineering and Electrical Union.

Born in October 1943, Richard was educated at Hurfield Comprehensive School, Sheffield, Granville College of Education and Sheffield Polytechnic.

He is married with two children and lives in Sheffield.

Jeffrey Leib, Vice Chair, Institute of Licencing

Jeffrey Leib Jeffrey Leib graduated with an Honours degree in Law in 1990, and subsequently worked at the Wembley Stadium complex as an assistant health and safety manager for four years.  During this time he gained a postgraduate certificate in health and safety management from Loughborough University of Technology.  Since 1995 he has been the licensing team leader at Watford Borough Council in Hertfordshire, where he leads a team of six dealing with the key areas of local authority licensing including taxis and private hire vehicles, public entertainments, charity collections, street trading and the Licensing Act 2003. 

He also holds a postgraduate diploma in legal practice, and the Certificate of Higher Education in Licensing Law from the University of Birmingham. 

A vice-chairman of the Institute of Licensing , he edits its publications Licensing News and Licensing Circles as well as the news content of its website.  He wrote the Simple Guide to Licensing of Circuses for the Arts Council and others, and contributes to other licensing reference works.

Paul Fletcher, Chief Executive, Arena Coventry Limited and Spokesperson for 'Coventry Now'

Paul FletcherFollowing a 16yr career as a professional footballer Paul Fletcher has become one of Europe's leading stadium experts.

In 1999, after two years as Chief Executive of the Reebok Stadium, he was invited by the FA to become Commercial Director of the new £500 million Wembley National Stadium and has been with the Arena Coventry project (including plans for a regional casino) since 2002.

Councillor Geoffrey Theobald OBE
Local Authorities Co-ordinators of Regulatory Service

Geoffrey TheobaldGeoffrey Theobald is Chairman of the Board of Directors of LACORS (Local Authorities Coordinators of Regulatory Services) and was appointed to this position in July 2002. LACORS is a local government central body created by the UK local authority Associations. Its role is to support and coordinate activities within a range of services relating to licensing, trading standards, food enforcement, civil registration, gambling and health and safety at work. Under Geoffrey's Chairmanship LACORS has and continues to expand its remit, playing a crucial role in helping drive improvement and add value to local authority regulatory Services.

Geoffrey is also a member of the Improvement Board and of the Strategy and Finance Policy Review Group of the Local Government Association (LGA) and of the LGA's Conservative Group Executive. Until July 2004 he was Chairman of the Cultural Services Executive of the LGA.

In 1986 Geoffrey was awarded the OBE for Public and Political Service. Geoffrey is a member of the Gangmasters' Licensing Authority Board that stated work on 1 April 2005. The Authority has responsibility for the introduction and operation of the new licensing arrangements for gangmasters.
Geoffrey is a Member of Brighton & Hove City Council and was Leader of the Conservative Group until 2001 when he fought the General Election for the Brighton Kemptown Constituency.

Peter Gartenberg, Sponsorship and Licensing Manager, Department of Culture, Media and Sport

Peter Gartenberg qualified as a Chartered Accountant with Coopers & Lybrand, primarily auditing in London but also briefly in Zambia. He moved to Rexel, a client in the stationery manufacturing and distribution business, as Financial Manager. He has now been a Civil Servant for over 13 years including jobs: setting up The Royal Parks as an Executive Agency; responsible for BBC funding policy (mainly the TV licensing system); coordinating Department for Culture, Media and Sport involvement in the UK's last EU Presidency (1998); and 5½ years dealing with domestic tourism policy (including during Foot and Mouth).

Since March 2004 he has been in Gambling and National Lottery Licensing Division: initially as Tote Sale Manager, responsible for project managing the initial stages of the sale of the Tote to the racing industry (technical aspects are now under EU investigation) and, since March 2005, as head of the branch dealing with National Lottery and Gambling licensing matters and sponsorship of the two regulatory NDPBs, the National Lottery Commission and the Gambling Commission.

Deep Sagar, Member, Casino Advisory Panel

Deep SagarDeep Sagar is Director of Glasgow Employer Coalition, which works to move benefits claimants to jobs or training. From 2001-2004 he was a Client Director with Ashridge Business School. This followed senior management roles internationally with multinationals including Unilever-BestFoods and then CocaCola. He is currently Chairman of Patchwork Community Housing Association and Turnstone Support Limited, Board Member of Parkside Housing Group and Evesham & Pershore Housing Association, and Committee Member of the Law Society of Scotland.

Geoffrey Godbold, Chief Executive, GamCare

Geoffrey Godbold, Chief Executive of GamCare. Geoffrey has been recently appointed and comes from a background in business management. He ran his own marketing consultancy for 25 years working on such accounts as the Motor Show and Yves Saint Laurent Perfumes. He then specialised in the management and development of third sector organisations - hospitals, schools and charities introducing business disciplines and structures. He is a keen horseman and skier and has been involved with the Territorial Army for many years. He has been awarded the OBE and is divorced with three children.

Of GamCare he says, "This is an outstanding organisation with very talented and committed staff. We now need to be ready to rise to the challenges which the developments in the gambling world will undoubtedly bring. Those involved in the gambling industry have been, and are, very supportive and I really look forward to working with them".

Hazel Canter, Director of Licensing and Compliance, The Gambling Commission

Hazel Canter joined the Gambling Commission in the New Year as Director of Licensing and Compliance. She oversees teams carrying out the licensing of gambling operators and personnel and ensuring industry compliance with the provisions of the Gambling Act 2005.

Hazel previously helped set up Ofcom, where she was the Partner in charge of Licensing since 2003. She started her career in research at the University of Bristol before moving to the Departments of Health and Employment. She then became Director of Resources for ACAS. She took the lead in moving ACAS from the Department for Employment to the Department for Trade and Industry and then moved to work at the Radiocommunications Agency where she managed the team licensing the use of the radio spectrum.
